increase connection limit

Description

Part 1, section 7.1.4 recommends:

"Clients that use persistent connections SHOULD limit the number of simultaneous connections that they maintain to a given server. A single-user client SHOULD NOT maintain more than 2 connections with any server or proxy."

UAs increasingly allow more connections to take advantage of high bandwidths, we probably should consider increasing the recommended limit.

Need to discuss in Stockholm to make sure that there's understanding about the tradeoffs/motiviation.

Feeling in the room at Stockholm was that we should not have any specific numeric limit, but instead discuss the tradeoffs / problems, giving advice.
